Chapter 1 General Provisions
Article 1 To promote water conservation in public institutions, enhance the efficiency of water resource utilization, and set an example in water conservation across society, in accordance with the "Water Law of the People's Republic of China," the "Regulations on Water Conservation," and other relevant laws and regulations, these measures are formulated.
Article 2 The advancement, management, and supervision of water conservation (hereinafter referred to as water-saving) efforts in public institutions are subject to these measures.
The public institutions mentioned in these measures refer to state organs, institutions, and group organizations that are fully or partially funded by fiscal funds.
Article 3 Water-saving efforts in public institutions shall follow the principles of total quantity control, quota management, efficient utilization, adaptation to local conditions, and collaborative participation. Strengthen water management, change water usage methods, and adopt technically feasible and economically reasonable measures to conserve and intensively use water resources.
Article 4 The State Bureau of Government Affairs Management is specifically responsible for promoting, guiding, coordinating, and supervising the national water-saving work of public institutions under the guidance of the Ministry of Water Resources.
The State Council and local government affairs management departments at or above the county level are responsible for managing and supervising the water-saving work of public institutions at their respective levels under the guidance of the water administrative departments at the same level, and guiding and supervising the water-saving management work of subordinate public institutions.
Departments in charge of education, science and technology, culture and tourism, health, and sports shall guide the water-saving work of public institutions within their systems in accordance with their responsibilities.
Article 5 Public institutions shall fulfill their water-saving obligations according to the law, establish and improve their water-saving management systems, implement relevant water-saving management measures, reduce water resource consumption, prevent the waste of water resources, and actively play an exemplary role in water conservation in the whole society.
Article 6 Government affairs management departments at all levels shall, in conjunction with relevant departments and in conjunction with World Water Day, China Water Week, National Urban Water Conservation Promotion Week, National Ecology Day, National Energy Conservation Promotion Week, etc., carry out diverse forms of water conservation publicity, education, and training for public institutions, and popularize scientific knowledge of water conservation.
Public institutions shall actively carry out water conservation publicity, education, and job training in accordance with their own characteristics, enhance the water conservation awareness of their staff, cultivate water-saving habits, and improve the level of water-saving management. Public institutions with facilities open to the public are encouraged to organize water conservation publicity activities for the social public.
Schools shall actively promote water conservation education into campuses and classrooms, organize various forms of water conservation publicity, and encourage students to actively participate in water conservation social practice activities.
Chapter 2 Water Management
Article 7 Government affairs management departments at all levels shall include the water-saving work of public institutions in the planning of energy and resource conservation of public institutions, decompose related indicators and tasks into annual tasks according to the requirements for building a water-saving society, and ensure the completion of water-saving targets.
Public institutions shall formulate annual water-saving targets and implementation plans according to their water usage status and characteristics, and adopt targeted water-saving management or renovation measures to ensure the completion of water-saving targets.
Article 8 The State Bureau of Government Affairs Management and the government affairs management departments of provinces, autonomous regions, and municipalities directly under the Central Government shall actively promote and participate in the formulation of water quotas for public institutions. Public institutions shall strictly implement water quotas.
Article 9 Public institutions with a certain scale of water use shall strictly implement the planned water management system. The specific scale is determined by the specific methods of planned water management formulated by the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government. The water plan of public institutions shall be formulated according to the water quota and the annual water plan of the administrative region.
For public institutions that exceed the plan or quota for water use, localities shall strictly implement a progressive surcharge and tax system.
Government affairs management departments at all levels shall grasp the issuance and implementation of water plans for public institutions.
Article 10 Public institutions shall strictly implement the water metering system, install and use metering instruments verified by legal metrology institutions according to regulations, regularly check, calibrate, and maintain them to ensure stable operation and accurate metering, and effectively monitor water usage to timely discover and correct water wastage.
Public institutions' water use shall meet the requirements for sub-metering, metering water from different sources and for different purposes separately; and metering water for secondary water-using units (functional areas) and major water-using equipment (water systems) separately.
Public institutions are encouraged to install and use intelligent metering and monitoring instruments to achieve online water quantity collection and real-time monitoring.
Article 11 Public institutions shall designate a person responsible for water statistics and accurately record water metering data.
Article 12 Public institutions shall regularly analyze their water usage. Public institutions whose actual monthly water usage exceeds the monthly water plan
Chapter 3: Water Conservation Measures
Article 14: Public institutions should master the drainage network map, water metering network map, and water facility layout, enhance the maintenance and inspection of water-using equipment, and implement water-saving measures. Operational procedures should be developed and implemented for key water systems and equipment, water usage data should be collected and analyzed regularly, and operational parameters should be adjusted and optimized in a timely manner to improve water resource efficiency.
Public institutions should consider the water-saving management capabilities of property service companies when selecting them. Water-saving management goals and requirements should be specified in contracts with property service companies.
Article 15: Public institutions should take the lead in adopting advanced water-saving technologies, processes, equipment, and products, giving priority to those promoted by the state or certified for water-saving, and must not purchase technologies, processes, equipment, and products that are officially phased out by the state. Water-using appliances that are officially phased out should be promptly replaced with water-saving ones.
Water-saving appliances must be used in new, renovated, or expanded public institution buildings.
Article 16: Public institutions should strengthen the water-saving renovation of sanitary ware, canteen water facilities, and other water-consuming equipment, as well as old water networks. Sanitary ware should use appliances and equipment with a water efficiency level of grade 2 or above, canteens should use water-saving food processing and sterilization equipment, and irrigation should employ water-saving methods such as sprinkling, micro-irrigation, and drip irrigation, avoiding flood irrigation.
Article 17: Public institutions are encouraged to adopt contract water-saving management, entrusting water-saving service organizations to provide services such as water-saving diagnosis, consulting, design, testing, metering, technical transformation, and operation management, to introduce social forces to promote water-saving through models such as sharing water-saving benefits and water fee trust management.
Article 18: Public institutions should consider site conditions and other factors, using appropriate technologies and methods to collect, treat, and recycle air conditioning condensate water, steam condensate water, etc., to improve water resource utilization efficiency.
In areas covered by recycled water distribution pipelines, public institutions should prioritize the use of recycled water that meets standard requirements for landscaping irrigation and ecological landscapes. Public institutions with the conditions are encouraged to plan and build rainwater harvesting and recycled water reuse facilities according to local conditions.
Article 19: Public institutions with large water usage, such as schools, hospitals, and venues, should take the lead in using water-saving appliances comprehensively, accelerate the transformation of old water networks, and adopt intelligent means to control leaks, leading the use of unconventional water resources.
Chapter 4: Guarantee and Supervision
Article 20: The State Bureau of Government Affairs should improve the water statistics function of the national public institution energy and resource conservation comprehensive information platform, promoting the gradual increase in the proportion of automatic water data collection by public institutions across regions. Local government affairs departments at or above the county level should supervise public institutions at their level to verify and confirm water data in a timely manner.
Article 21: Government affairs departments and water administration departments at all levels should commend and reward public institutions and individuals that have made significant achievements in water conservation, in accordance with national regulations.
Article 22: Qualified universities and research institutions should fully utilize educational and research resources, strengthen the training of water-saving professionals, enhance the innovation and application research of water-saving technology, and promote the transformation of water-saving scientific and technological achievements.
Article 23: Government affairs departments and water administration departments at all levels should, in conjunction with relevant industry administrative departments, strengthen the supervision of water conservation in public institutions at their level. Supervision content includes:
Establishment of water-saving management systems;
Implementation of water quotas and water plans;
Water metering, monitoring, and statistics;
Operation and management of water systems and equipment;
Water-saving publicity, education, and training;
Other water-saving work progress and implementation.
Article 24: Public institutions that violate regulations and waste water resources should be given rectification suggestions by the water administration department in conjunction with the government affairs management department, and public institutions should rectify and implement them in a timely manner.
Chapter 5: Supplementary Provisions
Article 25: This method shall be interpreted by the State Bureau of Government Affairs in conjunction with the Ministry of Water Resources.
Article 26: This method shall be implemented from the date of issuance.
